As other countries have done, make organ donation an opt-out process instead of an opt-in process. Patients would still have the right to refuse to donate their organs but by default, every deceased person should be considered an organ donor.
An increased number of dialysis patients should be encouraged to get their regular dialysis treatments in the community, not in a hospital setting where care is more costly.
High-risk patients would continue to get dialysis treatment in the hospital setting. The patient's doctor would determine where the care is received on an individual basis.
