Strong Sustainable Communities

INQUIRY & STRATEGY FOR ONTARIO'S CHILD WELFARE SYSTEM

WHEREAS Canada does not keep reliable national statistics on kids in care, instead relying on provincial reporting and each province has its own child welfare policy and its own definition of children in care, which may not include other types of out-of-home care, such as care from family relatives (kinship care) or group homes ;

WHEREAS racialized and marginalized children, particularly Black children and Aboriginal children were found to be disproportionately transferred more often to ongoing services and more likely to be placed in out of home care – with the perceived overrepresentation and disproportionality stemming from poverty, cultural misunderstanding and racism ;

WHEREAS the United Nations General Assembly Human Rights Council stated, “The Government of Canada should adopt effective measures to address the root causes of overrepresentation of African-Canadian children in child care institutions” ;

WHEREAS the Minister of Families, Children and Social Development’s Mandate Letter poignantly states “All Canadian children deserve a real and fair chance to succeed, and all Canadians should be able to live with dignity” ;

WHEREAS Child Welfare Workers or Child Protection Workers and their agencies work with diverse families and communities and exercise authorities and powers not beholden to the average citizen, wherein it is incumbent that that they are held to a higher standard and expectation of conduct both in and out of the workplace - that is anti-oppressive, anti-racist, anti-discriminatory;

BE IT RESOLVED that the Ontario Liberal Party establish a ‘Provincial Inquiry & Strategy For Ontario’s Child Welfare System’ which aims to : overhaul and reform the present system, establish a greater external oversight body, seek to establish an enhanced external complaint system for service delivery concerns and the reporting of any discriminatory and toxic workplace environments, as well enact protections for parents and families who have been reported fraudulently and in cases wherein reports were made deliberately misleading to a child welfare agency, and enhance mandated child welfare data collection systems, to include data collection along race, class, gender, disability, LGBTQI12 and religious lines in Ontario.

BE IT FURTHER RESOLVED that the Ontario Liberal Party urge the Government of Canada to establish a ground breaking ‘National Inquiry & Strategy For Canada’s Child Welfare System’, in consolidation with all Provinces and Territories -which aims to : overhaul and reform the present system, establish a greater external oversight body, seek to establish an enhanced external complaint system for service delivery concerns and the reporting of any discriminatory and toxic workplace environments, as well enact protections for parents and families who have been reported fraudulently and in cases wherein reports were made deliberately misleading to a child welfare agency, and enhance mandated child welfare data collection systems, to include data collection along race, class, gender, disability, LGBTQI12 and religious lines across Canada.
