Inmates in provincial correctional facilities need better access to program and services to facilitate there reintegration into society. Currently federal inmates get better services such as escorted day passes and work release programs.
Low risk inmates that don’t pose a flight risk should be allowed access to the same programs as federal inmates. All inmates if they maintain good behavior and are not a risk of flight should be allowed to apply for work releases. They should also be allowed to apply for day passes to see their families.
Just as for federal inmates, they can wear a GPS ankle bracelet.
If costs are an issue, inmates can pay for the cost of this or even most of the cost.
